An individual who contaminated sweets with sleeping medication and provided them to children at a summer program in the area has confessed to sexual offences against two children aged between nine and ten.
The accused was detained after eight minors and an older person became sick at the location in mid-summer.
The senior citizen, from Ruddington in Nottinghamshire, admitted guilt to a series of 17 offences when he stood at Leicester Crown Court on Friday.
Yet, he disputed one of the sexual offences he was accused of, which was involving a nine-year-old boy.
The accused was held in detention prior to a further hearing on late November.
'Candy game'
The prosecutor, handling the case, outlined Ruben's offending to the legal proceedings.
She explained his victims were under-privileged children who were attending a youth camp which he managed.
Ruben engaged in a "sweet game" with the children, the prosecutor stated, in which he would enter the sleeping quarters when they were getting ready for bed and tell them to eat sweets "as quickly as they can".
She informed the proceedings the defendant had played this game with the children "over an extended period", and minors had earlier experienced illness the subsequent day.
She explained the defendant had been capable of justifying this repeatedly as the minors being "overexcited from fun", until his stepson had worries in recently.
The legal representative added: "In the summer" his stepchild had concerns about the situation, with valid cause.
"They decided to have a look in the man's possessions."
The prosecutor stated materials including infant oil, Vaseline and injection devices were discovered, and his stepson alerted the police about his suspicions.
She explained the defendant went on to play the "treat game" with six boys that evening - Saturday 26 July - and they were all sick the following morning.
"Authorities" had not arrived by that stage," she continued.
The regulatory agency, the investigative body, earlier informed that it was examining Leicestershire Police's handling of the events.
The legal representative stated the children were struggling to walk due to their sickness, so the family member notified the authorities a second time.
She explained Ruben then engaged in the "treat game" in a area of five children.
